  预拌砂浆作为一种新型绿色建材产品,在广州得到了广泛的应用。2007年,广州作为国家批“禁现”城市,开始全面禁止建设工程施工现场搅拌砂浆,2008年出台了《广州市预拌砂浆管理办法》,2014年成立广州市预拌砂浆行业协会,极大地促进了广州地区砂浆行业的发展。到2015年,预拌砂浆的产量从2007年的1.8万吨增长到316万吨,企业从3家发展到43家;特别是适应广州地区的气候特点,预拌湿砂浆发展后来居上,形成了“干湿并举、齐头并进”的良好局面。
  随着行业的快速发展,人员流动大、技术水平薄弱、企业管理粗放等问题也日益突出,制约了行业水平的进一步提高和发展。“基础不牢、地动山摇”,针对行业发展存在的问题,在中国散装水泥推广发展协会预拌砂浆专业委员会的指导下,广州市住房和城乡建设委员会、广州市散装水泥管理办公室和广州市预拌砂浆行业协会组织行业专家,编写了《预拌砂浆企业生产技术人员实操培训教材》(以下简称《教材》),指导企业提高关键生产环节的实操水平,旨在保障预拌砂浆产品质量。
