  1.质量
  质量的概念有广义和狭义之分。广义的质量概念是相对于全面质量管理阶段而形成的,是指产品或服务满足用户需要的程度,这是一个动态的概念。
狭义的质量概念是相对于产品质量检验阶段而形成的,是指产品与特定技术标准符合的程度。这是一个静止的概念。
根据我国国家标准《质量管理和质量保证——术语》(GB/T 6583--1994),质量的定义是“反映实体满足明确和隐含需要的能力的特性总和”。定义中指出的“明确需要”,一般是指在合同环境中,用户明确提出的要求或需要。通常通过合同及标准、规范、图纸、技术文件作出明文规定,由供方保证实现。定义中指出的“隐含需要”,一般是指非合同环境(即市场环境)中,用户未提出或未提出明确要求,而由生产企业通过市场调研进行识别与探明的要求或需要。这是用户或社会对产品服务的“期望”,也就是人们所公认的,不言而喻的那些“需要”。如住宅实体能满足人们起码的居住功能就属于“隐含需要”。“特性”是指实体所特有的性质,它反映了实体满足需要的能力。
2.质量体系
质量体系是指“为实施质量管理所需的组织结构、程序、过程和资源”。
(1)组织结构是一个组织为行使其职能按某种方式建立的职责、权限及其相互关系,通常以组织结构图予以规定。一个组织的组织结构图应能显示其机构设置、岗位设置以及它们之间的相互关系。
(2)资源包括人员、设备、设施、资金、技术和方法,质量体系应提供适宜的各项资源以确保主寸程和产品的质量。
(3)一个组织所建立的质量体系应既满足本组织管理的需要,又满足顾客对本组织的质量体系要求,但主要目的应是满足本组织管理的需要。顾客仅仅评价组织质量体系中与顾客订购产品有关的部分,而不是组织质量体系的全部。
(4)质量体系和质量管理的关系是,质量管理需通过质量体系来运作,即建立质量体系并使之有效运行是质量管理的主要任务。
