作者简介

    刘武君：工学博士、教授级高级工程师，1984年毕业于清华大学建筑系，国家注册城市规划师、国家注册咨询工程师（投资）。现任中国民航机场建设集团有限公司副总经理。兼任清华大学、中国民航大学、湖北工业大学、中国民航管理干部学院教授、同济大学博导。上海市综合交通与港航科技委副主任，以及北京、上海、重庆、深圳、西安、厦门、海口等多个城市和机场的决策咨询顾问。曾任上海工程技术大学副校长、上海机场（集团）有限公司总工程师、上海机场建设指挥部副总指挥总工程师，虹桥综合交通枢纽建设指挥部总工程师。上海申通地铁集团有限公司总工程师、上海磁浮交通示范线工程指挥部副总指挥总工程师、国家磁浮交通工程技术中心副主任等职。

前　　言
浦东国际机场是我国批对外开放规划设计和使用外国政府贷款的重大基础设施项目。1993年初，由上海市科学技术委员会（以下简称“科委”）出面请日本国际协力事业团（Japan International Cooperation Agency, JICA），帮助上海市开展“上海浦东国际机场总体规划调查”。1994年初，该项目获得两国政府批准。随后，上海市政府成立了“浦东国际机场筹建处”，日本国际协力事业团派出了10名专家组成的专家团，来沪与上海市浦东国际机场筹建处一起开展浦东国际机场的选址、规划和一期工程可行性研究工作（本人是日本专家团的成员之一，负责总体规划和环境保护，兼做翻译）。
1995年6月，浦东国际机场工程建设指挥部成立；1996年3月，浦东国际机场工程建设指挥部与日本国际协力事业团签订“浦东国际机场实施设计调查协议”（承担总体设计和飞行区设计）；宣布法国巴黎机场公司和索德尚金融公司的浦东国际机场1号航站楼设计方案中标（承担航站区设计）。
1997年10月15日，上海浦东国际机场全面开工。时任中共中央总书记和、李铁映、、曾庆红四名中央政治局委员出席了当天的开工仪式。仪式期间天气晴朗、阳光灿烂。仪式结束后，总书记一行离场，天气突变，参加开工仪式的人们还没来得及撤离，忽然迎来大雨。此事在民间释为“泽润机场”，广为流传，成为大众话题。
