2008年IBM公司提出了“智慧地球”理念,建议投资建设新一代的智慧型信息基础设施,并于2009年进一步提出了“智慧城市”概念,使其成为智慧地球应用领域之一,这也是智慧地球概念实践的基本单元。自此,智慧城市开始在全球范围内得到高度关注,中国也开展大量智慧城市的实践。在此过程中,社区以其适当的空间尺度与相对完整的体系结构受到越来越多的关注,智慧社区开始成为智慧城市的重要应用领域,从而形成了“智慧地球—智慧城市—智慧社区”实践体系,以及与智慧地球、智慧城市一脉相承的“智慧社区”概念。
