社区营造是指同一地理范围内的居民*直接、*生活化的场所,持续以集体的行动处理其共同面对的生活议题,共享目标、需求和利益,建立友善、密切的社群关系。社区营造的核心是“以人为本”,以公众的文化、情感、精神和实际需求作为基本出发点,注重社区本位、主体多元、社会合作、自主参与等价值观念的培养以及社区居民凝聚力和参与能力的培育,实现“自下而上”的公众参与和 “自上而下”的政府指导相结合,实现上下互动,互相促进。
社区营造的核心发展目标包括:“造景”,即社会公众共同参与环境治理,解决生活实际需求,促进公共空间的绿化与美化建设,共建宜居生活环境空间,推动城市健康发展;“造产”,即协调城市建设和社会生活的关系,促进新时代的社会转型,活化社区的经济活动,满足人民对美好生活的需求;“育人”,即重建人与人之间、人与环境之间的关系,建设家庭、邻里、社区乃至于公众之间的交流纽带,营造共同的精神家园。
期望通过本刊对于公众参与和社区营造专题的研讨,进一步推动社区营造理念的研究和实践,为我国城市发展提供创新性的模式及方法,实现公众深度参与城乡建设与管理,共同营造美好生活。”
