随着社会经济的快速发展和人口的剧增,水安全问题逐步成为我国各大城市面临的严峻挑战。为有效地解决水问题、实现水安全,各城市正如火如荼的开展着城市水系统生态修复实践。当前城市水系统生态修复存在理论研究匮乏、重项目轻系统统筹的问题。本书遵循“研究源起——理论研究——模型构建——实证分析——策略提出”的逻辑思路,以湖北省襄阳市为例,探讨城市水系统安全评价模型理论构建、水安全问题识别分析、水安全问题导向的城市水系统生态修复策略等问题。理论构建部分,基于对水系统构成要素及其相互关系的解析,应用“压力-状态-响应”模型,从水资源、水环境、水灾害、水生态四个方面构建城市水安全评价综合模型,并明确了各系统评价的范围、指标、方法。根据评价结果,可以对城市水安全状况进行分区、分级、分类问题识别,划分安全风险等级,识别出城市“水量-水质-水患-水活力”的关键影响因素。水安全问题识别实证分析部分,基于水安全评价模型,采用襄阳市近几年的水文数据、地理统计数据、经济社会数据、网络监测数据,分别从市域、中心城区、次流域等空间单元对襄阳城市水资源、水环境、水灾害、水生态安全进行综合评价和关键问题识别。水安全问题导向的水系统生态修复策略部分,基于对不同区域、不同流域的水安全主要问题识别,确定了襄阳城市水系统生态修复的目标和主要空间布局,分别提出建设城市绿色基础设施、水资源高效利用机制、水资源保护意识提升的资源保障对策,源头控制、中间环节管控、末端治理等环境改善对策,防洪涝绿色基础设施、洪涝工程设施、水灾害安全相关设施建设等水灾害防治对策,河道综合服务效能提升、水生态保护意识提升两项生态恢复对策。
作者简介
王宝强,陕西宝鸡人,同济大学、佛罗里达大学联合培养城乡规划学博士。华中科技大学建筑与城市规划学院讲师、硕士生导师。主要研究方向为气候变化与韧性城市、城乡生态环境规划、城市与区域发展。近年来主持和参与国家自然科学基金3项,省部级基金2项,发表中英文学术论文30余篇,参编著作与教材4本。
