  我国是世界上自然灾害类型多,发生频繁,灾害损失较为严重的国家之一。在过去的四十年间,每年灾害经济损失约占同年国家财政总收入的六分之一至四分之一。进入20世纪90年代以来,灾害直接经济损失每年约1000亿元,个别年份甚至达数千亿元,且因灾人口伤亡也相当严重,成为影响我国经济发展和社会稳定的重要负面因素,严重制约着社会的可持续发展。
