吴伯娅，1955年生，湖北武汉人， 历史研究所研究员，主要著作有《康雍乾三帝与西学东渐》，合著有《清代全史》、《中国史稿》(清代卷)、《清代人物传稿》等，发表学术论文数十篇。

继位之初，康熙帝面临的形势并不令人乐观。朝廷之内有鳌拜擅权，南方数省有三藩割据势力， 岛屿有郑氏反清集团。年轻有为的康熙帝决心改变这一切。康熙八年(1669年)，他智擒鳌拜，开始了真正的亲政活动。康熙二十年(1681年)，他平息了历时8年之久、战火燃遍大半个中国的三藩之乱，取得了平藩战争的伟大胜利。康熙二十二年。(1683年)，他指挥清军进入 ，使宝岛置于清朝中央政府的管辖之下。至此，清初的统一大业得以完成，经济开始走向全面恢复，清朝历史揭开了新的一页，进入了“康乾盛世”的时代。
“康乾盛世”是清朝的全盛时期，历经康熙、雍正、乾隆三帝，为时100余年。它是中国封建社会 后一个繁荣兴旺的时期，可与汉唐的“文景之治”、“贞观之治”等量齐观。在这期间，清朝政府统一了北部、西北和西南边疆地区，奠定了中国的辽阔疆域，使以汉族为主体的各民族间的政治、经济、文化等联系愈益紧密，对祖国的向心力大为增强，中国作为统一的多民族的世界大国的格局 终确立。清政府还依靠人民的力量，成功地抗击了沙俄的侵略，遏制了西方殖民势力伸向中国的触角。与此同时，清政府采取一系列措施，发展生产，振兴文教，使封建经济、文化发展到了一个高峰，中国以一个统一的繁荣昌盛的大国屹立于亚洲东部。举世闻名的圆明园就是在这一时期诞生、发展，并进入鼎盛的。康熙帝则是兴建圆明园的 人。
谈起康熙帝与圆明园，还得从畅春园说起。康熙二十三年(1684年)和康熙二十八年(1689年)，康熙帝两次南巡，对江南的灵山秀水、亭台楼阁产生了极大的兴趣。他决心移天缩地，把江南美景搬到北京，修建一座既是苑囿又是宫廷的皇家园林，以使他人不离京城，身已处江南美景之中，既能处理 政务、又能享受园居之福，宁神避喧。因此，他命山水画家叶洮为之设计，在北京西郊明朝武清侯李伟的清华园旧址上，修建了畅春园。
之所以选择西郊作为园址，是因为西郊有山有水，风光秀丽。那里峰峦起伏，列嶂拥翠，是造园的极好借景。修建于此的畅春园使康熙帝深为满意。康熙二十九年(1690年)，康熙帝在畅春园设置了总管大臣。从此，他每年大部分时间都居住于园内，避喧听政。以后，清朝历代帝王相率仿效，园居生活成了他们的惯例。
随着畅春园的出现，北京西郊逐渐成为一个园林荟萃之区。圆明园位于畅春园北面，始建于康熙四十六年(1707年)。据史料记载，这一年的3月，皇四子胤禛(音yin zhen)奏请在畅春园周围赐地建房。
这一年的11月，园林建成，胤禛恭请康熙帝幸花园进宴。当时，这个园林虽然规模不太大，但泉水清澈，林木葱翠，景色宜人。此后，善于经营的胤禛又巧妙地进行了加工。他根据当地的自然条件，因高就低，傍山依水，筑起了亭榭楼台。完工之后，他请皇父临幸。康熙帝欣然挥笔，亲自题写了“圆明”匾额，正式赐名为圆明园。
为何称圆明园呢？胤禛继承帝位之后，曾对此作过一番解释。他指出：圆明二字，意义深远。圆而入神，君子之时中也；明而普照，达人之睿智也。不求自安而期万方宁谧，不图自逸而冀百族恬熙。也就是说，身为帝王应该圣贤明智，恪守中庸之道，关心民间疾苦，勤于政务，孜孜求治。这表现了处于发展时期的清代帝王的理想与追求。
