民主是民主国家的必修课。正如世上民主国家还很少的时候，独裁是独裁者们的日日操，专制是专制者们的“养生功”。
独裁肯定专制。但是倘一个国家挺富庶，足以养民于无虞，则独裁就不需要太铁腕，专制也就显得不怎么黑暗。在那一种情况下，独裁是可以独得比较漂亮的，连皇上和国王都愿意表现自己是明君。
唐玄宗李隆基坐天下时，宰相叫韩休。“一人之下，万人之上”的韩休，对自己唯一的“顶头上司”也每有冲撞和冒犯，多半是由于皇帝做了什么摆不到桌面上的事。故玄宗若欲放纵一遭，每问左右韩休知否。皇帝何以惧宰相呢？盖因韩休治国有方略，很负责任，使李隆基免操不少心。也有人暗中撺掇李隆基将韩休罢了或干脆杀掉算了，眼不见心不烦啊。唐玄宗却说出一番话——罢休杀休，反掌之事。但他替我将天下处理得如此太平，我怎么能轻率地除了他呢？
杀之随时可杀，这便是独裁肯定专制的规律；不杀是看在有用的分儿上，这便是所谓“明君”的真相。
后来韩休识趣，主动辞职了，怕李隆基迟早会找茬儿杀他，终日声色犬马，力图给皇帝一种再也不过问“政治”的印象，以使其放心。按西方民主的内涵来说，他成了个并未“免受恐惧”的自由的人。
故，说千道万——不理想的民主制度，那也显然比似乎很理想的独裁制度理想一点儿。
胡锦涛在“十七大”报告中强调——“民主是社会主义的生命”。
事实上，民主当然也是全人类社会的生命。而另一个事实是，对于1949年以后的中国，民主并非必修课，只不过是选修课。专政才是必修课，曰“人民民主专政”。“以阶级斗争为纲”，民主就很尴尬。
20世纪80年代以降，中国逐渐重视起民主来。作为任何一个国家都不能不认真对待的政治课——民主，在中国，由选修而必修，上升到了“国课”的高度。
尽管如此，为数不少的中国人看西方某些国家的民主，仍觉得像是“戏”，像是“秀”。我们中国人是崇尚庄重的，什么事有“戏”的成分了，有“秀”之嫌了，往往质疑其意义，认为比之于“戏”，比之于“秀”，干脆将某些事仪式化倒还严肃些。这是由于只知其一，不知其二。
就说西方的竞选吧，你方唱罢我登场，可不像“戏”，可不像“秀”嘛。且慢取笑。那像“戏”、像“秀”的竞选，只不过在我们看来“像”，在人家，那是面向全民的公开答辩，是政治平台上的人物们，在向全民交出民主的论文。
